No.  There are no redistribution rights for any Solaris Express release.
 The license is a Right To Use license only.

Sun employees can only distribute media if a hardcopy license is
included with the media - and that hardcopy license is the same Right To
Use license.

As Karyn pointed out, this is a legal issue.  Sun does not have the
right to grant broad redistribution rights for everything in Solaris at
this time.
