That's also true of redistributable packages though.   The difference
is the restrictions of the license in non-redistributable ones do not
allow redistribution by others, where redistributable ones do, under
certain conditions (like the GPL requirement of providing source, or
the BSD license requirement of providing copyright notice & lack-of-warranty
notices).
