Bug:

  6973 Initial Category:
   - Set Top Level Category to Applications and Sub Category to All
   - Top Level Categories All entry needs to change to
     All <Top Level Category>, except All Categories, leave at All

  7019 The first package in the category is not shown
   If the category contains X packages, only the last X-1 are shown.
   This makes some categories empty, as they consist only of one package.

  7020 Gray out empty top level categories.
   If the top level category is empty, then it should be not selectable.
