Are there any guidelines regarding when to use a facet vs. when to use

I've been assuming that facets are intended to represent general 
characteristics that many packages have, such as locale, demo, 
development, and documentation.

But something like an optional protocol handler for pidgin would be a 
separate package rather than a facet.

Is that right?

If so, are the allowable facets going to be standardized?
