[tesla-dev] [powertop patch]cpu power management suggestion shouldn't appear if p-state transition is not supported

Here is a small patch against [bug 2404]:

When reported the bug, I tried to cc to tesla-dev mailing list but
failed.
Maybe Rafael could fix this problem, add default cc?
