[tesla-dev] power observability page

I added a "Power Observability" page a while ago under "things to do" 
that is seeded with documentation of the Power Management related DTrace 
probes that are in Solaris Nevada build 82 and on. As new probes are 
added, or we come up with ideas for ways to observe resource power 
states, or system PM activity in general (PowerTOP, CPU PM enhanced 
psrinfo(1M), DTrace scripts, etc). I figure we can evolve the page...
