Probably making the DHCP client start up prority to low (high no:) in the start up script directory may help u!!

I smell a SMF dependency issue (probably I am jumping to conclusion here).
But, from the symptoms that you describe I suspect that during boot up
not all
dependent services are up and hence the dhcpagent fails.
