[ug-bosug] Configure MODEM

Hi ,
I use a Airtel Broadband connection.
Modem : Zyxel Prestige 600 series.
IP provided by touchtel. I do not have a static ip. 
 
When i try to connect into " 192.164.1.1 " via http or telnet i get a " web page unavailable " message.
How do i configure my modem?  
Can i make it always connected without having to use a dialer? 
Which is better? a dialer or non-dialer ?
