I don't see how rebuilding bash meant that autoconf
was no longer missing?

autoconf is generally called from build scripts without a
path, so it should be picked up from the build env's PATH.
It used to be in /usr/sfw/bin, but from b75 on, it's in
/usr/bin, with a compatibility link in /usr/sfw/bin.
