[ug-bosug] Project initiation

Hi Folks

I have come up with a project idea. The project is about developing a GUI based for hoilstic configuration, connecting, tearing down and management of wireless networks in Solaris. How do I get this project approved in the Open Solaris forum. Please also suggest me about which would better suit in developing such an application....Qt or Java..
