I understand the need for clarification.

Ok, I see, so the entry point would be the language, not the
geographical region, then subdivided into more localized UG later when
the userbase have grown enough for them to appear.

I believe that would also make sense for the other groups, actually, and
some groups could appear twice:

en/atlosug
   losug
   ...
zh/bjosug
   shosug
   zh-users
   ...
fr/fosug
   chosug
   ...
de/gosug
   chosug
   ...

Does that make sense?

Not saying this is THE solution, but after all, this is quite the way OS
locales are classified already, and there's a reason it was chosen to be
like that: first, you need to understand the language to be then able to
choose a more precise localization. I'm aiming at end-users that won't
be able to read English at all.
