I like that, it's smart. Looking beyond just the actual user group  
meetings, it would mean that discussions and resources in each  
language would be easy to find, encouraging users that they are not  
alone. By contrast, grouping geographically would tend to isolate  
different groups among each other - "lonely in crowds".
