Exactly my point. English-speaking people tend to notice that less,
since it's become a lingua franca on the internet.
I think it's also compatible with Michal's idea of tags: it would be a
particular view using the language/country/city tags (language being the
only one mandatory in that case).
That could be the default, and let advanced users use more sophisticated
sorting.
But in all honesty, I've got mixed feelings about the tag idea. I know
it's fashionable, but my del.icio.us account tend to show how very few
tags are actually reused when the choice if left free. I suppose it
could work with a good implementation.
