[webstack-discuss] PostgreSQL service permissions

Yep I like that idea of Initializing  postgresql rights with it +  "next 
email" of DVC of adding menu items of starting/stopping PostgreSQL 
server. Plus if everything is in same "Developer" menu location will 
ease "finding" start/stop items.

Plus that brings up another question.. As pgAdmin is integrated, where 
does that GUI menu item go? Ideally it should be close by so people can 
see it..  But will that clutter the WebStack menu item? Should we be 
adding a "PostgreSQL" submenu within  Developer Tools  for things that 
need not be "Initialized" like pgAdmin ?

Good to cover this now so we dont have the "Duh" movement later :-)
