It should be there as part of IPS,

% pkg search pkgrecv
INDEX      ACTION    VALUE                     PACKAGE
basename   file      usr/bin/pkgrecv           pkg:/SUNWipkg at 0.5.11-0.93
% ls -la /usr/bin/pkgrecv
-rwxr-xr-x   1 root     bin         9297 Jul 15 15:51 /usr/bin/pkgrecv


Not sure how your system might have ended up not having it. Something
wrong with the install possibly, but I can't begin to speculate why.
